Indigenization LGBTQ+ space the indigenization of the front! A(utochtonisation) + EDI Indigenization or decolonization? BC2 Report Espace LGBTQ+ is committed to Acknowledgments A(utochtonisation) + EDI At Espace LGBTQ+, it is important to highlight our indigenization efforts, which began from the very conception of the organization. As a non-Indigenous organization, it has seemed essential to us to take responsibility for the impact of our activities on Indigenous communities in Tio’tia:ke. This is why we established our A+EDI process. Its goal is to make the Espace+Village community complex an inclusive and safe space for everyone, with particular attention to the well-being and cultural safety of Indigenous people. Operating in the real estate sector on unceded territory, we cannot fully dissociate ourselves from the colonial dynamics inherent to property acquisition. In this context, it seems inconsistent to define our approach as decolonial. This is why we have chosen to speak of an indigenization process. Indigenization or decolonization? Indigenization is a process aimed at valuing Indigenous knowledge, practices, and approaches. It enables a reciprocal exchange between Indigenous and Western knowledge systems on an equal footing (source). Decolonization plays an essential role within indigenization, namely in shedding a single model based on Western thought. That said, decolonization alone is insufficient, as it does not allow for demonstrating the relevance and richness of Indigenous knowledge 🡵 . Together, indigenization and decolonization constitute two steps in a reconciliation process in which Espace LGBTQ+ seeks to participate. BC2 Report By putting our indigenization efforts at the forefront, we aim to highlight Indigenous knowledge that informs the leadership of Espace+Village. In particular, we developed a strategy for indigenizing our practices and procedures with the support of Inuk trainer Mona Belleau, then Senior Director of Community Support and Indigenous Cultural Safety at BC2. She generously shared her expertise in Indigenous governance by providing 18 recommendations informed by values embedded in Inuit governance. From these recommendations, we have, among other things, decided to design a shared kitchen as a place for gathering, to display signage at entrances in multiple Indigenous languages, and to adopt a governance model inspired by consensus-based decision-making. This approach represents a step in a long-term process aimed at making Espace+Village a culturally safe space and an ally to Indigenous communities in Tio’tia:ke. In a constantly evolving context, Espace LGBTQ+ is committed to 01 Include actions of recognition, indigenization, decolonization, and reconciliation throughout the development of the organization’s future action plans. 02 Adopt an approach of cultural and relational humility, making it a fundamental principle of our indigenization practices. 03 Create safe spaces that specifically welcome two-spirit, indigiqueer, and Indigenous LGBTQIA+ communities. 04 Stay informed about and share information on Indigenous realities, particularly regarding the needs and issues affecting two-spirit, indigiqueer, and Indigenous LGBTQIA+ individuals. 05 Raise visibility of and show solidarity with Indigenous voices, perspectives, and leadership, particularly those of two-spirit, indigiqueer, and Indigenous LGBTQIA+ individuals and organizations. Land acknowledgement Contemporary Historical Responsibility Territorial Resources LAND ACKNOWLEDGEMENT Espace LGBTQ+ operates in Québec, a territory that has been inhabited for millennia by 10 First Nations and the Inuit Nation, whose ancestral rights must be recognized. A significant portion of this territory was never ceded through treaty. This is the case for Tio’tia:ke, where the Espace + Village project is located. We wish to express our gratitude to the Kanien’kehá:ka, the Keepers of the Eastern Door of the Haudenosaunee Confederacy. This territory is now home to a diverse urban Indigenous community. We acknowledge that, both individually and systemically, we participate in and benefit from colonization and systemic racism, and that being in a posture of allyship requires concrete and deep work. In alignment with its mission and values, Espace LGBTQ+ takes seriously its responsibility to act and is committed to creating safer spaces that welcome, in particular, Two-Spirit, Indigiqueer, and Indigenous LGBTQIA+ communities. THE DIMENSIONS OF LAND ACKNOWLEDGEMENT Historical Espace LGBTQ+ operates in Québec, a territory that has been inhabited for millennia by 10 First Nations 🔗 and the Inuit Nation 🔗 , whose ancestral rights 🔗 must be recognized. Premières Nations First Nations This term is used to define Indigenous groups or Nations across Québec, with the exception of the Métis and Inuit. 🔗 This distinction comes from the legal domain. The Canadian Constitution recognizes three Indigenous cultural groups: First Nations, Métis, and Inuit. In the past, the term “Indian” was used to collectively refer to Indigenous peoples in Canada who are neither Inuit nor Métis. Although First Nations are no longer referred to this way today, the notion of “First Nation” is not legally equivalent to “Indian.” Many individuals who are members of First Nations are not recognized as such by the Canadian government and therefore cannot benefit from the rights and advantages granted to “registered” persons under the Indian Act. 🔗 “First Nations” is also not a synonym for “Indigenous peoples,” the latter including both Inuit and Métis. The First Nations in Québec are: Anishinabeg Nation Atikamekw Nation Eeyou or Cree Nation Innu Nation Kanien’kehá:ka Nation Mi’gmaq or Micmac Nation Naskapi Nation W8banaki Nation Wendat Nation Inuit Nation Indigenous nation of Northern Canada, whose territory includes Nunavik in northern Québec, as well as Nunatsiavut in northern Labrador, Nunavut, and the Inuvialuit in the northern Northwest Territories. 🔗 In the Inuit language, Inuktitut, the word Inuit means “the people”. 🔗 Ancestral Rights Across Canada, Indigenous peoples hold rights to the lands that their ancestors occupied and used before colonization or the formation of Canada. 🔗 Protected by the Constitution 🔗 , these rights are at the centre of many current Indigenous land claims. Territorires non cédés Unceded Territories A territory that has not been voluntarily given or sold by a Nation to colonizers through a treaty or other agreement. 🔗 Since no agreement exists between the parties, the land is occupied without permission. 🔗 This concept is closely linked to that of a “treaty.” However, a territory may be subject to a treaty without having been voluntarily ceded. 🔗 In such cases, the transfer of ownership is considered illegitimate. The term “unceded” is a legal concept recognized by the Supreme Court of Canada, which specifies that Indigenous title over a territory remains valid as long as it has not been ceded or extinguished by the federal government. 🔗 Treaty An agreement negotiated between two or more sovereign nations 🔗 that defines the use, rights, and obligations of the parties regarding territories or resources in a specific region. 🔗 In Canada, treaty agreements originate from the Royal Proclamation 🔗 , which established the principles for an official negotiation process with Indigenous nations. It stipulates that Indigenous lands can only be ceded with the consent of a Nation in exchange for fair compensation 🔗 . However, many territories were sold for a fraction of their worth 🔗 , to the detriment of Indigenous communities. Treaties in Québec: After the formation of Confederation, a series of treaties was signed in quick succession between the Canadian government and Indigenous Nations. 🔗 These treaties were used by Canada to quickly acquire land rights for development. In total, 11 numbered treaties were signed. 🔗 None of them were concluded in Québec. Colonized more gradually, treaties were not used in this way to assert control over Québec territory. In the province, most territories legally remain unceded. 🔗 This does not preclude the existence of other agreements between the parties. 🔗 Many promises made to Indigenous Nations have not been fulfilled. In the absence of a treaty, Nations rely on land claims, asking the government to honour obligations that have not been met. 🔗 The James Bay and Northern Québec Agreement, signed in 1975, is the result of struggles by the Cree and Inuit to assert their unceded territorial rights, in response to the hydroelectric development project by the Québec government. The JBNQA is the closest example of a “first modern agreement” between Québec and Indigenous Nations. 🔗 Tio’tia:ke Traditional name in the Kanien’kéha language given to the island of Montréal, meaning “where the boats and rivers meet”. 🔗 Using the Kanien’kéha name highlights the unique role of the Kanien’kehá:ka Nation as the current guardian of the territory. Kanien’kehá:ka Kanien’kehá:ka The Kanien’kehá:ka Nation, also known as the Mohawk Nation, is the current guardian of the Tio’tia:ke territory, including the communities of Kahnawà:ke and Kanehsatà:ke. In the Kanien’kéha language, it literally means “people of the flint”. 🔗 Keepers of the Eastern Door It is mistakenly assumed that this title was bestowed by the Haudenosaunee Confederacy upon the Kanien’kehá:ka, who were located in the eastermost part of the territory and therefore had frequent contact with colonizers. However, the popularization of this term likely comes from Europeans. 🔗 We have nonetheless chosen to mention this term, as it is still used by Indigenous people and members of the Confederacy to refer to the Kanien’kehá:ka. Two-Spirit Two-Spirit This term is used to describe Indigenous people who are born with both a feminine and a masculine spirit. Bispirituality can also describe the social and spiritual role traditionally played by certain community members as mediators and ceremonial guardians. 🔗 It should be noted that Two-Spirit is often used as an umbrella term and includes several other, more specific terms. Care must be taken not to group all Indigenous LGBTQIA+ people under the label Two-Spirit Indigiqueer A more recent term used by some Indigenous LGBTQIA+ people who do not necessarily identify as Two-Spirit. It describes the experience of people at the intersection of being Indigenous and queer. 🔗 Indigenous LGBTQIA+ The term Indigenous LGBTQIA+ includes people who prefer to use a term specific to their identity, such as trans, intersex, etc. 🔗 These terms are not exhaustive and often overlap. It offers affordable spaces and promotes the sharing of resources and knowledge. OUR MISSION Espace LGBTQ+’s mission is to support the improvement of conditions and accessibility for LGBTQIA2S+ social and cultural organizations, notably by co-managing and developing a network of inclusive, diverse community complexes. Espace LGBTQ+ provides affordable spaces and fosters the sharing of resources and knowledge. OUR VISION By 2035, Espace LGBTQ+ will be a provincial queer ecosystem offering diverse spaces for learning and collective empowerment toward social transformation. DESIRED CHANGES En 2030 01 Espace + Village is built In 2030, Espace LGBTQ+ has completed its first community and cultural hub, providing affordable spaces to LGBTQIA2S+ community groups, and is on track to build additional hubs across Quebec. 02 Inclusive and co-managed culture is established By 2030, Espace LGBTQ+ collectively implements the E+ framework for an inclusive and co-responsible culture, rooted in decolonial and anti-oppressive approaches, applying to everyone within the organization’s spaces. 03 Spaces for learning and knowledge-sharing spaces are brought to life. By 2030, Espace LGBTQ+ supports learning spaces by and for communities, as well as the sharing of resources and knowledge, to foster connections, care, and belonging within and between these communities. OUR VALUES INCLUSION To include and work towards respect for sexual orientation, sex characteristics, gender identity and expression, and to counter all forms of discrimination related to ethnic origin or race, religious beliefs, social background, physical and psychological autonomy, or political convictions. To promote leadership and improve accessibility for marginalized people within sexual and gender diversity communities. ENGAGEMENT To practice a management style where Espace LGBTQ+ provides the environment and infrastructure, and members benefiting from the services commit to the co-creation of shared services and the development of partnerships among themselves and with other organizations. To break down barriers to exchange between sexual and gender diversity groups, taking into account their realities and privileges. To foster synergy among partners where commitment is expressed through taking initiative, collaboration, communication, and the understanding that active involvement is necessary to drive progress. EMPOWERMENT To establish a transversal structure and approach throughout the evolution of communities and organizations by contributing to the development of skills, autonomy, and self-determination. To promote the potential of groups and work in partnership and collaboration with sexual and gender diversity community groups as well as related groups to effectively address the social, legal, economic, political, and ecological conditions they face.To celebrate solidarity and the sharing of tools among different groups to build capacity. INNOVATION To promote and influence the use of innovative ideas and practices (imagination, intuition, creativity, invention) to address current and emerging realities from an intersectional and anti-oppressive perspective. To create learning spaces that lead to adaptations for the collective good. To focus on co-construction, co-creation, collective intelligence, flexibility, and adaptability to evolution in organizational and decision-making processes. HISTORY Every project has a story — ours begins with struggles, dreams, and many meetings. PROJECT ORIGINS TIMELINE FOUNDING ORGANIZATIONS PROJECT ORIGINS Since the 1960s, LGBTQ+ communities have experienced numerous mobilizations that led to the creation of many community organizations and significant social and legal gains. Despite these advances, many goals remain to be achieved and obstacles to overcome. LGBTQ+ community organizations have faced challenges in finding affordable, accessible, safe, and well-suited spaces tailored to their specific needs, located close to the living areas of their communities. Faced with this chellenge, it became clear that collective action was necessary. This is how the Espace LGBTQ+ project was initiated to address this urgent issue. By pooling efforts and resources, Espace LGBTQ+’s mission is to support the improvement of conditions and accessibility for LGBTQIA2S+ social and cultural organizations, including by developing and managing through shared responsibility a network of inclusive and diverse community hubs. By joining forces, we aspire to overcome remaining obstacles and continue moving toward a better future for the LGBTQ+ community.
